Barb gets a flat +10 weapon damage

What's everyone's view regarding the numeric aspects of things stemming from the perks and skills of a class?

I ask because I recently realized that Barb receives a flat +10 damage to weapons as a perk that boosts the damage of the weapon by about 1-2 tiers of rarity. This puts their basic axe equal to the Common one in this respect.

I'm noting this because other increases derived from skills and perks don't provide nearly as big of gain, generally being between 5 and 10% at the most (1 two points or less per). The only other increase in power from a perk or skill at the similar level is Rogue's Weakpoint Attack skill, which also reduces the target's defense by 50 percent.

I get that the percentage has to be higher because daggers are weaker in the base stat department. However, once again , this is a situation with 50% of the smallest dagger strength is about 7.5 points, and at the time you are even common, the percentage increases by about 10.
